[VAcourier] Convention Packets have been mailed.

Camp Adjutants,

The first half of Convention Packets were mailed Monday night. This included
all Camps that *did not* have any new LM certificates.

The second half of Convention Packets were mailed Tuesday morning. This
included all Camps that *did* have new LM certificates.

This meets the Constitutional requirement that packets be mailed 30 days
prior to the Date of the Convention.
